Fixing the IE CSS Files Limit
There actually are a couple of modules to address the problem of IE's limit on the number of CSS files loaded:
Each has a slightly different goal and implementation, so read the descriptions to see which meets your need.

Two good suggested work arounds for the IE issue. I don't suppose you have any handy modules to fix the multi-server with a non-shared files directory issue?
I've looked and I've looked (about 6 months ago) but couldn't find anything.

You should certainly dig again. During our training in SF, Mike and I discovered a Dynamic CSS module that was only being announced during the code sprint and unconference upstairs.

I ended up finding this great talk from DrupalCon SF by Barray Jaspan of Acquia. It looks like a GlusterFS share is the way to go (to share the files directory).
